The public likes to read the data Aran’s second semi-annual report on civil servant salaries where the salaries of ministries, tax authorities and local functions are examined and compared to some private sectors. “We have to tell a new story – says the president of Aran Antonio Naddeo -: public administration is changing, the prospects for professional growth are becoming more and more interesting, we are dealing with the new generations”.
Salary in public
Senior managers are excluded from the analysis, but civil servants are considered, mostly young university graduates. The average fixed gross annual salary of a young man who enters a ministry is very similar to that in the private sector: 32,800 euros. With the addition of the variable part, this can amount to 37,300 euros. Salaries in local positions were more limited with a gross salary of 29,900 and 38,000 euros respectively. The average gross salary for an official of the Tax and Customs Administration rises to 41,000 euros. If we look at the net instead, the average salary becomes about 23,800 for ministries, 24,200 for local functions, 25,500 for the tax authorities, “who earn about 1,800-2,000 euros per month for thirteen months”.
The equation
In 2021, the average gross annual salary of a public administration employee was 31,766 euros against a national average for the same category of the business community of 30,836. In the private sector, it ranges from a maximum of EUR 34,288 gross per year in the banking and financial services sector to a minimum of EUR 27,515 gross per year for the tourism and travel sector. It also appears that the salary of employees in the private sectors transport and logistics (31,619) and building and construction (31,484) is very close to that of civil servants.
Skills
For high levels of professionalism in public administration, they range from a minimum of EUR 50,000 to a maximum of EUR 70,000 for ministries and tax authorities, higher levels than for local positions, which range from EUR 29,835 to EUR 55,035. These are in any case salaries for ministries and agencies in line with those of the private sector, where the national average gross annual salary of middle management is 56,981 euros. Local Positions, on the other hand, show lower salary levels.
“Stability and Rights”
So why “does a debate about the unattractiveness of the public workplace feel like it’s emphasizing low salaries?” asks Naddeo, “The report shows that from an average point of view, the salary levels of government officials are placed in the middle of the table when compared to the private sector”. But then there are other factors to consider, he explains, such as “the stability of the workplace that has no equal and respect for workers’ rights that are fully protected by national collective agreements, which doesn’t always happen – says Naddeo – in the private sector. the same way”.
«A more attractive Dad»
In any case, the real question is to make public administration more attractive to job seekers. Especially in an important phase of the country when public competitions are starting again after years of absence, there is turnover to cover and the challenge of the Pnrr with the need for increasingly competent and specialized figures.
