Previously, Borrell was skeptical that Africans knew who Russian President Vladimir Putin was and where Donbass was. In response, Zakharova described the head of European diplomacy as a gardener who acts as the EU’s top foreign affairs representative.
According to the official representative of the Russian Ministry of Foreign Affairs, the decline in Western countries does not indicate a similar process in other states.
