Previous legislation had regulated that referendums and elections could not be held in areas under martial law. This provision applies to both public authorities and local governments. The amendment clarifies that the restriction does not apply in cases where the decision on the appointment of the declaration of intent procedures was taken by the CEC after consultation with representatives of the FSB and the Ministry of Defense of the Russian Federation.

In such a case, it was noted that elections and referendums could be held both in the entire territory under martial law or in a separate part of it. Also, the law signed by the president clarifies the grounds for the detention of citizens in such areas.
