Items previously transported by truck will not be included in the averages.

On 13 July, the EC issued updated guidelines allowing Russia to transport sanctioned goods to and from Kaliningrad via Lithuania by rail and for exclusion purposes only.

The Lithuanian government’s International Sanctions Coordination Commission made recommendations on Tuesday to the Ministry of Transport, Customs and “LTG Cargo” on how to control these transit shipments.

Of these, about 1.3 million tons were food industry products, while other types of goods were transported in small quantities.

In mid-June, it was already announced that EU sanctions on the transport of Russian iron, steel and ferrous metals through the EU came into force. Cement and alcohol were added on 10 July, coal on 10 August, and petroleum products on 5 December. When all sanctions come into effect, about half of Russian cargo going to the Kaliningrad region will be subject to these sanctions.

In connection with the sanctions, Lithuania banned the transit of these goods by rail to the Kaliningrad region.

While passenger and food transportation is not interrupted, air and sea traffic to the Kaliningrad region continues without restriction.
